SIUC Strengthens Collaboration with PERKEP Malaysia and Royal Malaysia Police to Advance SDG Policy Development and Inclusive Higher Education

Spectrum International University College (SIUC) formalised a five-year Memorandum of Understanding (MoU) with Persatuan Keluarga Polis Diraja Malaysia (PERKEP Malaysia), a non-governmental organisation (NGO) associated with the Royal Malaysia Police (PDRM), to strengthen educational accessibility, community empowerment and Sustainable Development Goal (SDG) policy development. The signing ceremony was held at the Senior Officers’ Mess, PDRM Headquarters, Bukit Aman, and witnessed by the Inspector-General of Police, IG Dato’ Sri Hj. Mohd Khalid Hj. Ismail.

The agreement was signed by SIUC Chairman of the Board of Directors, Professor Emeritus Tan Sri Dato’ Ts. Dr. Mohamed Salleh Mohamed Yasin, and PERKEP Malaysia Chairperson, Datin Sri Datuk (Dr.) Hjh. Munirah Che Rose. The ceremony was attended by senior PDRM officials, SIUC management representatives and PERKEP Malaysia members, demonstrating engagement between higher education, a community-based NGO and Malaysia’s national police institution.

The collaboration supports SDG 4 (Quality Education), SDG 5 (Gender Equality), SDG 10 (Reduced Inequalities) and SDG 17 (Partnerships for the Goals). It combines SIUC’s academic expertise, PERKEP Malaysia’s community engagement network and PDRM’s institutional participation to expand access to higher education and strengthen strategies addressing educational barriers among police families.

A key focus of the partnership is identifying challenges faced by PDRM family members in pursuing higher education, including financial constraints, limited educational opportunities and barriers affecting individuals seeking to return to formal education. Through collaborative engagement, SIUC and PERKEP Malaysia aim to identify priority educational needs and contribute recommendations to improve inclusive education policies, scholarship strategies and community capacity-building initiatives.

Under the five-year agreement, SIUC will offer 15 full scholarships annually to eligible students nominated through PERKEP Malaysia, providing a total of 75 scholarship opportunities. These scholarships support access to Foundation and Diploma programmes, representing a practical intervention to reduce financial barriers and expand higher education opportunities among eligible police families.

The partnership also includes exploring alternative pathways to higher education through Accreditation of Prior Experiential Learning for Access (APEL.A). This initiative aims to support individuals with relevant working experience and prior learning who may not meet conventional academic entry requirements, enabling them to pursue further qualifications through recognised alternative admission pathways.

Beyond scholarship provision, the collaboration provides a framework for SIUC and PERKEP Malaysia to contribute recommendations to SDG-related education policies and community development strategies. These include approaches to improving educational accessibility, strengthening lifelong learning participation, expanding professional development opportunities and supporting inclusive education among police families and surrounding communities.

The five-year scholarship commitment also provides a basis for evaluating the potential outcomes of educational interventions. SIUC and PERKEP Malaysia can assess how scholarship assistance and alternative admission pathways influence higher education participation compared with circumstances where such support is unavailable. These assessments can inform future recommendations on educational access, resource allocation and community development strategies.

To strengthen monitoring and reporting, the collaboration provides opportunities to evaluate scholarship allocation, student enrolment, academic progression, programme completion and beneficiary feedback. Such indicators can support evidence-informed reviews of educational initiatives and help both organisations identify areas requiring further improvement.

The partnership also encourages adaptive management by allowing programme findings and community feedback to inform adjustments to scholarship implementation, educational support mechanisms and future community education strategies. Through this approach, SIUC aims to contribute academic expertise to the continuous improvement of SDG-aligned educational initiatives.

The involvement of PERKEP Malaysia and engagement with senior PDRM leadership highlight the importance of cooperation between universities, NGOs and government institutions in addressing educational inequalities. By combining academic knowledge, community perspectives and institutional support, the collaboration creates opportunities to strengthen educational policies and implement practical interventions benefiting police families.

Through this five-year strategic partnership, SIUC reaffirms its commitment to advancing sustainable development through inclusive higher education, policy recommendations and community engagement. The collaboration demonstrates how universities can contribute to SDG-related strategies while translating institutional partnerships into measurable educational opportunities and long-term community benefits.
