SIUC Introduces Formal Employee Appeal Process to Promote Fairness and Transparency

Spectrum International University College (SIUC) reinforces its institutional commitment to employee rights, fair remuneration and workplace transparency through its Standard Operating Procedure (SOP) for Employee Rights, Remuneration and Performance Appraisal Appeals in 2025. The procedure establishes a structured mechanism for academic and non-academic employees to raise concerns and appeal employment-related decisions, supporting the institution’s commitment to Sustainable Development Goal 8 (Decent Work and Economic Growth).

SIUC recognises that employees should have access to a fair, transparent and confidential process for addressing concerns regarding their employment rights and working conditions. The SOP provides employees with an opportunity to appeal decisions involving salary determination, remuneration adjustments, employment benefits, performance appraisal outcomes, promotion decisions and other employment-related matters. The procedure applies to all academic and non-academic employees, including Malaysian and international staff, regardless of gender, nationality or employment position.

Under the established procedure, employees may submit a written appeal to SIUC’s Human Resources Department within 14 working days of receiving the relevant employment decision. The appeal should include details of the decision being challenged, reasons for the appeal and relevant supporting documents. Upon receiving the appeal, the Human Resources Department is responsible for acknowledging the submission within three working days and registering the case for further assessment.

Following acknowledgement, the Human Resources Department conducts an initial review and investigation, with a target completion period of 10 working days. The review may involve examining employment records, consulting relevant department heads and obtaining additional information from the employee. SIUC emphasises impartiality throughout the process, ensuring that individuals responsible for the original employment decision do not independently determine the appeal outcome.

Employees are informed of the initial appeal decision in writing within 14 working days of acknowledgement, where practicable. The written outcome includes the findings, reasons for the decision and any necessary corrective action. Employees who remain dissatisfied with the outcome may submit a further appeal to senior management within seven working days, providing an additional level of independent review. The final internal decision is normally communicated within 14 working days.

SIUC also emphasises confidentiality and protection against retaliation throughout the appeal process. Employee appeals are handled with appropriate confidentiality, and information is shared only with authorised personnel involved in the review. The institution prohibits discrimination, intimidation or unfair treatment against employees who raise employment-related concerns in good faith. These protections are intended to encourage employees to exercise their rights without fear of negative consequences.

The Human Resources Department oversees the implementation of the SOP, maintains appeal records and coordinates with relevant management personnel to ensure that cases are handled consistently. The institution also recognises the importance of maintaining appropriate documentation, including appeal submissions, investigation findings, written decisions and corrective actions, to strengthen accountability and transparency in employment practices.

To ensure continued effectiveness, SIUC provides for a formal review of the SOP every three years or earlier where necessary to maintain alignment with applicable Malaysian employment legislation and institutional requirements. The procedure supports the institution’s commitment to strengthening employee relations, promoting fair employment decisions and providing accessible channels for workplace concerns.
